Work Experience

Jacobson Burton Kelley PLLC, 2017 to present

Advise US and international organizations on U.S. sanctions compliance, with special focus on the insurance sector.  

DLA Piper LLP (US),  2014 - 2017

Provided legal guidance and representation to multinational clients on U.S. sanctions compliance issues, with special focus on the insurance sector.  

US Treasury Department - Office of Foreign Assets Control , 2006 - 2014

Promoted understanding of U.S. sanctions law; participated in Treasury Department, federal interagency and intelligence community deliberations on sanctions policy formulation and implementation; administered and enforced U.S. sanctions impacting the insurance, financial services and maritime sectors. 

US Treasury Department - Terrorism Risk Insurance Program, 2003 - 2006

Served as chief legal officer to Program; drafted implementing regulations and interpretative guidance; represented Program in deliberations of other federal agencies, the insurance industry and state insurance regulators. 

National Franternal Congress of America, 1994 - 2003

Served as chief legal officer for trade association of 77 fraternal benefit societies, IRC section 501(c)(8) nonprofit membership organizations providing financial services and volunteerism opportunities to members. Supervised and managed legislative advocacy efforts that resulted in enactment of NFCA Model Fraternal Code in 15 states. 

National Association of Independent Insurers, 1983 - 1994

Served as Assistant Vice President for Policy Development, Assistant Vice President for Commercial Lines, and Assistant General Counsel for Legislation for an insurance trade association of 560 property/casualty insurers.  Managed budget, staff and contract lobbyists for legislative advocacy in 50 states; supervised amicus curiae brief filings; and managed state legislative reporting database.

National Association of Insurance Commissioners, 1975 - 1982 

Served as Counsel, General Counsel and Acting Staff Director; drafted written testimony for insurance commissioners testifying before Congress; prepared and filed amicus curiae briefs in U.S. Supreme Court and federal appellate courts; monitored and reported on congressional and federal agency activity related to insurance; drafted model legislation on insurance regulatory issues.
